The 2023 California Boating Congress, sponsored by the
Marine Recreation Association, is set for April 11 & 12, 2023
at the Hyatt Regency Sacramento, and promises to provide
critical interaction with California boating and
recreation regulators and state legislators.
Armando Quintero, Director, California Department of Parks & Recreation, will provide an overview of the Governor’s Budget Priorities and Fiscal Stability of
the State and Department of Parks & Recreation on Wednesday, April 12th at 10:45 am. Mr. Quintero was appointed Director of the Department in August 2020 bringing years of experience in park operations and environmental science on both the state and federal level to the position.
Following Director Quintero, Karen Dill, Chief, Grants & Loans, Department of Parks & Recreation, and Deborah Holmes, Division of Boating & Waterways (DBW) Unit Supervisor, will discuss developments at the DBW including Subcommittee Reports on the Economic Impact Study, the Harbors and Watercraft Revolving Fund, Aquatic Invasive Species programs, and the Abandoned Vessels – SAVE program and VTIP.
This year’s Congress is being co-hosted by ten other boating related groups, including the National Marine Manufacturers Association, California Marine Affairs and Navigation Conference, Boat U.S., Personal Watercraft Industry Association, California Delta Chambers & Visitors Bureau, Recreational Boaters of California, Sacramento Valley Marine Association, California Association of Harbor Masters & Port Captains, California Yacht Brokers Associations, and the Coastal Conservation Association of California, bringing together the marine industry and boating community to help shape future boating policy, funding, and regulation in an ever-changing environment.

Ocean and Coastal Resources Policies featured at upcoming California Boating Congress
This year’s 7th annual California Boating Congress, sponsored by
the Marine Recreation Association, is set for April 11 & 12, 2023 at
the Hyatt Regency Sacramento, and promises to provide critical interaction
with marine and boating industry regulators and California state legislators.
In October 2020, Governor Newsom issued Executive Order
N-82-20, advancing biodiversity conservation as an administration priority, and elevating the role of nature in the fight against climate change. As part of this Executive Order,
California committed to the goal of conserving 30% of our lands and coastal waters by 2030 (the “30x30” initiative). In 2022, the California Natural Resources Agency (CNRA) released Pathways to 30x30; Accelerating Conservation of California’s Nature, detailing strategies and opportunities for achieving the 30x30 target.
Jenn Eckerle, Deputy Secretary for Oceans & Coastal Policy at the CNRA, and Executive Director of the Ocean Protection Council (OPC) will outline the state’s approach to conserving 30% of coastal waters in her presentation “Achieving 30x30 in California’s Coastal Waters” at 10:15 am, April 12th.
Ms. Eckerle serves as a key advisor to the Governor and the Secretary for Natural Resources, and directs policy, scientific research and critical partnerships to increased
protection of California’s coast and ocean. Prior to joining OPC in 2016, Jenn spent eight years as an Ocean Policy Analyst for the Natural Resources Defense Council after serving as a Coastal Program Analyst for the California Coastal Commission and the San Francisco Bay Conservation and Development Commission. She earned an MS in Marine Biology from the Florida Institute of Technology and a BS in Biology from the University of Vermont.

The 2023 CBC will return to a more normal personal-interaction format with an evening Welcome Reception on the 11th and a full day of informational seminars and meetings with legislators, regulators, and industry experts on the 12th.
Mike Conroy, West Coast Director, Responsible Offshore Development Alliance (RODA), will present a session on “The Status of Offshore Wind Development” delving into the potential impacts to sea and land environments and marina and boating operations. The RODA is a broad coalition of fishing industry associations and companies engaged in tracking offshore development activities, including renewable energy and aquaculture, to improve the compatibility of this development with the fishing and boating industry. Mike is also Co-Chair of the Pacific Fishery Management Council Marine Planning Committee and Vice-Chair of the Council’s Highly Migratory Species Advisory Subpanel. He has been active in legislative and regulatory processes on both the federal level and in various states. His presentation will begin at 11:30 am, April 12th before the CBC luncheon.

This year’s California Boating Congress, sponsored by the

the California State Capital Park. The 2023 CBC will kick-off with
an evening Welcome Reception on the 11th,
with a full day of interaction with marine and boating industry
regulators and California state legislators on the 12th.
After more than two years of COVID restrictions limiting our ability to interact with state legislators and regulators, the California Boating Congress will return to a more normal personal-interaction format, with informational seminars in the morning sessions and meetings with legislators in the afternoon.
Robert Newsome, Sr. Vice President, National Marine Manufacturers Association (NMMA) will present an updated Boating & Economic Impact report for all attendees at the event luncheon. Robert has authored and presented on numerous industry and recreational boating topics and is Chairperson of the National Safe Boating Council. His responsibilities with NMMA include overall organizational operations, the development and implementation of strategic support for the recreational marine industry, and he serves as a spokesperson for the Discover Boating program. Republican Leader James Gallagher and Senator Brian Jones will also attend the lunch.
The afternoon sessions with a number of key legislators who have an interest in our issues are being set up now and will be held at the Hyatt Regency rather that at the State Legislature offices, which should help facilitate more effective interaction on marine industry and recreational boating issues.

in August & September 2023!
Alameda County, Delta Diablo, Del Norte County, Contra Costa County, Marin County, the City of Oceanside, the Port of LA, and the California Product Stewardship Council have partnered with CalRecycle, California State Parks and Coastal Commission’s California Boating Clean and Green Program
to collect expired marine flares and educate residents about marine flare management safety, including the advantages of reusable distress signals, to protect California communities and the local environment.
Residents and boaters berthing their boats in Del Norte County, Humboldt County, Alameda County, East Contra Costa County, West Contra Costa County, Marin County, the City of Oceanside, and the Port of LA can take their expired marine flares to their county’s designated marine flare collection events in the fall. Only expired marine flares from residents and boaters berthing their boats in the covered areas will be accepted. No marine flares from commercial craft or an organization nor other forms of household hazardous waste (HHW) will be accepted during the special event. Proof of residence or eligibility is required (i.e., license, registration, or slip fee).

The United States Coast Guard (USGC) requires boaters to carry several unexpired visual distress signals on board, day and night. Pyrotechnic marine flares are a common type of distress signal, but they are explosive hazardous waste and contain toxic chemicals, like perchlorate, that pose human health risks. Marine flares only work once and expire 36 to 42 months after the manufacture date.
For safety and environmental reasons, it is essential to manage single-use pyrotechnic marine flares carefully. Residents should never throw flares overboard into the environment or out in household trash. However, California resident boaters do not have access to an ongoing expired marine flare disposal program, and recreational vessels generate about 174,000 pyrotechnic marine flares every year, according to the California Expired Marine Flare Working Group as estimated in 2012.
In the absence of safe disposal options locally, the partners encourage resident boaters to consider an electronic visual distress signal device (eVDSD) as a reusable distress signal alternative to the single-use pyrotechnic marine flare.

Deadline is July 7th!
OPC, the California Fish and Game Commission (Commission),
and the California Department of Fish and Wildlife (CDFW) are seeking your feedback on a draft prioritized list of the 28 adaptive management recommendations included in the Decadal Management Review (Review) of California’s Marine Protected Area (MPA) Network and Management Program.
At the request of the Commission, CDFW drafted the priority list after considering all public comment received after the early 2023 release of the Review. Hundreds of comments were received from a diversity of entities and individuals, including tribes, government agencies, NGOs, the fishing community, MPA researchers, and members of the public.
While all the recommendations in the Review are important, CDFW prioritized the list based on identified need, expected timeframe, input received, and level of information and resources available to advance the recommendations. Prioritizing the recommendations will help CDFW, the Commission, OPC, California Native American tribes, and partners focus efforts to achieve near-term, mid-term, and long-term priorities.
The Commission asks for your feedback on the draft prioritized list to inform the July 20, 2023 meeting of the Commission’s Marine Resources Committee. For your written comments to be included in the July meeting materials, they must be submitted to the Commission by 5:00 p.m. on July 7. Visit the Commission website for instructions on submitting written comment and upcoming meeting information. The public is also welcome to join the meeting virtually or in person to provide public comment verbally.

The Marine Recreation Association’s first (of many) Educational Series, ZOOM webinars was a resounding success with critical information for the marine industry and enthusiastic participation.Webinar #1, presented by Robert Newsome, Senior Vice President of Operations for the National Marine Manufacturers Association, covered the Economic Impact of the Marine Industry and Boating in California and took place via ZOOM webinar on October 6th.
“Robert’s presentations are very informative and helpful to determine the economic impact of boating in local markets,” Said Stephan Popescu, Los Angeles County Dept. of Beaches and Harbors. “He presents the market data and analysis in a way that is very easy to understand, broken down by different market sectors. He is a pleasure to listen to and always informative.”

Split Roll is just that in simple terms. It splits commercial property taxation from the residential protections provided by Prop. 13. As if the pandemic and California's tax and regulatory environment were not difficult enough, this proposition, should it pass, would be devastating.

This is already slated to be a big money fight, but these battles are won in the trenches and our membership must work together to support the major campaigns on the grassroots level. Propositions are decided by the voters, so spread the word.
HOW WOULD PROP 15 IMPACT MARINA OWNERS SPECIFICALLY?For many marinas, property taxes are already the largest single operating expense. Depending on when the marina was purchased, this proposition could double (if not more) the largest single expense item, eating up much of the remaining cash flow after debt service. Municipally owned marinas not under long term lease arrangements might be exempt putting privately owned (or leased) marinas at a tremendous disadvantage.
Two concerns raised about appraising a commercial property on its highest and best use (such as a hotel or multi-family residential) and taking into consideration the value of the possessory interest are implied in the "fair market value" re-appraisal every 3 years.
The Split Roll Ballot Initiative would:
*Create a "split roll" where commercial and industrial properties would be assessed at Fair Market Value (to be determined by the County Appraisers) starting with a phase-in in 2022-23. The exact nature of the phase in would be determined by the legislature. Commercial and industrial properties would then be re-appraised by the appraiser every 3 years.*Raise taxes to commercial/industrial property owners by $11.5 billion annually.
*Exclude residential, residential rental and some agricultural properties
*Exclude properties with a value under $3 million, but this of course is a very low threshold for commercial properties and specifically marinas.
*Will have the FMV reassessment phased in starting in 2025-26 for properties occupied 50% or more by small businesses. However, the definition of "small business" is so narrow the only buildings that would likely qualify are buildings where the actual owner occupies 50% or more of the property and is a stand-alone California entity (cannot be owned or controlled by another entity) and has 50 or fewer employees. This would not apply to a marina, except perhaps for a small management office occupied by the marina owner.
*Eliminates personal property taxes on the first $500,000 of equipment and any other personal property. This is somewhat of a red herring since taxes on these amounts are minor compared to the real property taxes.

With the cancellation of this year's 49th Annual MRA Educational Conference & Trade Show due to the COVID-19 pandemic, the Marine Recreation Association has developed the new MRA Educational Series, a series of interactive ZOOM webinars focused on marine industry education and information to help our members meet the new and enhanced challenges and potential facing the industry today.The first of these FREE online ZOOM webinars will kick-off on October 6th at 11 AM with a presentation by Robert Newsome, Senior Vice President of Operations for the National Marine Manufacturers Association, covering the Economic Impact of the Marine Industry and Boating in California. As one of the top boating states in the country, recreational boating creates more than 40,000 jobs in California and contributes over $2 Billion in GDP. This past summer has seen surprising and extraordinary strength and growth in the industry, and this interactive presentation will provide up-to-date statistics and other insight into trends in boating participation, new & used boat sales, and other impacts on the marine industry resulting from the growing passion today for boating and fishing activities.

Dr. Anghera has more than 20 years of experience conducting studies related to eco-toxicology, and water and sediment quality testing and analysis. She has a unique understanding of the AFP issues, and has worked closely with the MRA and members this past year to present formal comments and arguments to the State Board, and in the development of unique water quality compliance strategies . . . all MRA members should be concerned about this critical regulatory issue.
On November 10th at 11 AM, Beau Biller, MRA Lobbyist with Platinum Advisors, will give all participants an update on pending and recent California Legislation, and Nicole Vasilaros, Senior Vice President, Government & Legal Affairs for the NMMA, will provide a National Legislative Update. Above all, in this environment it is critical that we all be aware of new and pending regulations and laws and what we can do to impact those actions.
